Atlas itself, for the relations it authors rather than republishes:
classification schemes (the NGO activity taxonomy, the chapter and
activity dimensions), cross-source syntheses that exist only because
Atlas combined multiple publishers' data (indicator coverage,
kommune/NGO rollups), and Atlas's own self-description (meta_sources,
ingest_health). No source manifest declares publisher: Atlas — this
entry is resolved by a model's meta.publisher field instead, read by
generate-sources-registry.mjs, not by the manifest cross-check every
other publisher goes through.
