Reached via the same real, Swagger-documented "USS — Udirs StatistikkSystem" API (`statistikkportalen.udir.no/api/rapportering`) `udir-gsi`/`udir-elevundersokelsen-mobbing` already proved out. Methodology
Nasjonale prøver measure pupils' basic skills in engelsk (English), lesing (reading) and regning
(numeracy). This is Atlas's first direct learning-outcome signal — every other Udir source
measures supply (GSI) or self-reported experience (Elevundersøkelsen), not test performance.
Small-cell suppression applies (Udir's own marker, the literal character *) — confirmed live on
small kommuner, suppressed per-row like every Atlas source this session. Two documented trend
breaks, carried verbatim rather than corrected: results from before the 2022-23 school year were
removed from Udir's own statistics bank on 2025-11-13 (upstream's own account, not an Atlas
decision); and English is tested only at 8th grade, not 9th — a genuine asymmetry in what Udir
measures, not a parsing gap.
