Barnevern kommunemonitor

Barne-, ungdoms- og familiedirektoratet · bufdir-barnevern

Barne-, ungdoms- og familiedirektoratet (Bufdir) publishes the Barnevern kommunemonitor on bufdir.no and ships a single bulk ZIP of indicator workbooks ("last ned hele datasettet"), the same mechanism as the sibling Barnefattigdom monitor. Atlas downloads that ZIP (URL discovered from the monitor page), parses sheet `Sheet1` in each standard-coded workbook, and loads kommune- and sub-kommune-level child-welfare time series into `raw.bufdir_barnevern` — contact with, and removal into, the child-welfare system, alongside spending, staffing, and deadline-compliance indicators. Plugs the barnevern axis Report #2 (Child Welfare / Vulnerability Composite) is missing today. One of 24 workbooks in the live bundle (`Turnover_kommunalt barnevern_2016-2024.xlsx`) has a structurally different layout and is excluded — see `parse.ts`'s `isStandardIndicatorWorkbook`.

Methodology
Kommune-level child-welfare register indicators: undersøkelser (investigations), tiltak (interventions, in-home and out-of-home), fosterhjem i familie/nære nettverk, spending per child, staffing per 1000 children, deadline-compliance ("fristbrudd"), and turnover among saksbehandlere. Spines differ per indicator. Complements the sibling Barnefattigdom source's income-based poverty lens with a contact-with-the-system lens.

Dimensions

CodeMeaningValue formatNotes
indicator_api_idStable surrogate indicator key for ZIP workbook rows (not Strapi)bv_zip_ind_<code> (e.g. bv_zip_ind_1a), or bv_zip_<24 lowercase hex> fallbackDerived from the workbook filename's leading alphanumeric code (1a, 3m, 4f, ...) — Barnevern's indicator codes are alphanumeric, never purely numeric like the sibling Barnefattigdom source's Indikator_<n>. Hash fallback for any non-conforming filename.
region_codeGeographic code from workbook column Region0 (land), 2-digit fylke, 4-digit kommune, or 6-digit codes for bydel rowsRows follow whatever geography levels each indicator publishes.
category_formatWorkbook column Tallformat, normalised lowercaseantall or andelBarnevern's own vocabulary — "andel" (share), not the sibling Barnefattigdom source's "prosent", verified live 2026-10-01 across all 23 standard workbooks. Despite the name, "andel" values are not all 0-100 percentages (e.g. kroner-per-child expenditure figures also use it) — treat it as "Norwegian-decimal formatted", not "is a percentage". Also: Barnevern's workbooks have no Enhet column (unlike the sibling Barnefattigdom source) — there is no category_unit dimension here.
yearCalendar year column from workbook header row4-digit integerSpines differ by indicator — observed range 2015-2025 across sampled workbooks.
values_jsonParsed year→value map for the geography and category_format sliceJSON object with string year keys; suppressed cells as nullMatches the sibling source's raw semantics (full spine per slice).

Sample query

Ingested, not yet published. Atlas holds this source but no published relation carries it yet, so there is no query to run against the public API. Its rows are in Atlas; the modelling that would expose them has not been done. See meta_sources.served_as — an empty value is exactly this state.
