NAV (Arbeids- og velferdsetaten) publishes HL060 on its helt-ledige (fully unemployed) statistics page: the count and share of the labour force registered as fully unemployed, per kommune, as one xlsx workbook covering every month of the current calendar year to date. Atlas downloads that workbook (URL discovered from the page — a relative `/_/attachment/download/...` link, re-resolved each run since it changes with every release) and loads the `3. Kommune Antall` and `4. Kommune Prosent av arbeidsst` sheets into `raw.nav_helt_ledige`. Atlas's fourth NAV-adjacent source, and the third source on the `monthly_sources_refresh` Dagster job built for `nav-uforetrygd` and already reused by `nav-aap` — no new job. v1 tracks the live current-year file only; whether a historical archive exists for this specific table was checked and found inconclusive from a static-HTML scan (same as `nav-aap`, unlike `nav-uforetrygd`'s clean archive) — backfill is deferred, not resolved.

Methodology
Count and share of the labour force registered as fully unemployed with NAV, per kommune, monthly. Slots between nav-uforetrygd (long-tail disability outcome) and nav-aap (transitional work-assessment benefit) as the short-tail labour-market signal, per the investigation's own framing. Small cells are suppressed with `*` — the workbook's own methodology sheet states the exact rule: any cell representing fewer than 4 people, per Statistikklovens § 7-1 (a different paragraph than AAP155's § 2-6 — read from this table's own methodology sheet, not assumed identical). Two trend breaks are documented in the workbook's own methodology sheet and carried here verbatim rather than corrected: (1) a January 2024 kommune/fylke structural reform — figures are presented under the currently valid kommune/fylke structure; (2) a labour-force-methodology break from November 2018 (new registration method) and a further one from April 2025 (a larger modernisation of NAV's labour-market statistics) — two distinct breaks in the same series, not one.

Do not assume the nav-aap asymmetry (357 vs 358) carries over to this source; it was checked independently and does not hold.
